Criminal Escalation

I was reminiscing about the greatest Star Wars game of all time TIE Fighter and I had recalled how many missions you the great Maarek Stele.  Many of these missions Stele never flew against Rebels or Imperial traitors.  Many of these missions Stele was flying policing actions against nominally civilian groups.

What we see in games like X-Wing and TIE Fighter as well as the films is a civilian population  with access to military grade weaponry.  Take the countless civilian freighters in the games.  Most models have at least light defensive laser weaponry.  In the films we even see massive civilian freighters turned into formidable star battleships like the Lucrehulk battleships.

If we were to turn this into a real world analogy it would be like making the typical civilian vehicle into a technical.  Just think of a world where your average civilian could mount a machine gun on their car and the chaos we would see.  You would have to give the police heavy military grade equipment or just declare martial law and have the military police the nation. (Note I do not support a military dictatorship this is purely a way to explain the Star Wars galaxy in real world terms.)

The Galactic Empire must police a galaxy where civilians have the ability to do serious damage to populated centers.  Imagine if a civilian CR-90 decided to park itself outside of a mega skyscraper and go to town on it with its turbolaser turrets.  The Empire must be constantly be ready to stop criminal elements from doing catastrophic damage.  Now the easiest way for the Empire to exert control would be to disarm the civilian population.  However this is clearly not what has happened.  The Empire must then view the threat of pirates and other external threats on civilian interests great enough to allow these highly destructive weapons into civilian hands.

Knowing the great destructive power imperial citizens can wield it logically can be concluded that Imperial authority must be more heavily armed and always ready to stop civilians from sowing chaos throughout the Empire.  How then does the Empire then police this heavily armed populace.  First with massive numbers of Storm Troopers.  Second with a strong Imperial naval presence to police the space lanes. Now yes Imperial worlds and outposts would have their own police services but that not suffice for all backwater worlds and parts of the Empire with weak local governments.

Now this does pose a problem for the Imperial military as it must play the role of an actual military and be forced to police the galaxy.  This of course would cause problems for the Imperial war machine would be forced to do two different jobs that are quite different.  The first of course being trained and used to fight wars be it massive large scale actions or smaller low intensity conflicts. and the 2nd being policing the massive civilian elements of the galaxy.

Now my solution although not perfect would be able at least somewhat help maintain order by creating 2 separate components to both branches of the Imperial Military.  Creating local branches such as Planetary Defense Fleets and Armies to be trained more for maintaining order on the worlds they are stationed on as well as used in defense of the world when under attack by a national threat.
The other force would be the sector forces and expeditionary forces.  These forces would be trained for a more pure war fighting mission.
